Work Permits for Foreign Domestic Workers in Türkiye
Application Procedures and Guidance — 2026
Employers wishing to employ foreign nationals for childcare, elderly care, care for persons with disabilities, or assistance to patients in Türkiye may apply for a work permit, subject to the applicable requirements.
Foreign nationals who have overstayed their visa, visa exemption, or residence permit need to have their current legal status assessed before proceeding. The available application route depends on their entry and stay history, existing documents, and the current procedures of the relevant authorities.
An offer of employment in domestic services does not automatically resolve an overstay or grant entitlement to a residence or work permit.
Assessment Before Applying
The first step is to assess the circumstances of both the foreign national and the employer. This assessment includes:
-
Entry and stay history: How the foreign national entered Türkiye, their visa and residence permit history, and any overstay.
-
Current legal status: Any deportation order, entry ban, or other administrative or judicial proceedings that may affect the application.
-
Passport validity: Whether the passport meets the validity requirements for the type and duration of the permit requested.
-
The employer’s care needs: Whether the need for childcare, disability care, elderly care, or patient assistance is supported by the necessary information and documents.
-
Financial capacity: Whether the employer, or eligible relatives supporting the care arrangements, can document sufficient, continuous, and regular income.
-
The foreign worker’s suitability: Whether the worker’s experience and qualifications meet the needs of the role and the Ministry’s assessment criteria.
Residence and Work Permit Application Procedures
Following the initial assessment, the appropriate application route is determined, including whether the application can be submitted from within Türkiye or from abroad, and whether any residence procedures must first be completed.
For foreign nationals who have overstayed, the available options are determined after their individual legal circumstances have been reviewed.
Where a residence permit application is available, the required documents are prepared and the procedures are carried out in accordance with the requirements of the relevant Provincial Directorate of Migration Management. Depending on the case, a notarised undertaking, proof of address and accommodation, or additional documents may be requested.
A residence permit alone does not authorise employment. The required work permit must be obtained before the foreign national starts working.
Work Permit Applications for Domestic Services
Once the application requirements are met, the work permit application is prepared. The process generally involves:
-
Completing the employer’s preparations for the electronic application and obtaining an electronic signature where required.
-
Preparing income documents and evidence of the employer’s care needs.
-
Obtaining the foreign worker’s passport and other required documents.
-
Preparing an employment contract between the employer and the foreign worker.
-
Submitting the application through the relevant electronic system of the Ministry of Labour and Social Security.
Additional information or documents may be requested during the assessment. Processing times may vary depending on the completeness of the application, requests for further documents, and the assessment procedures of the relevant authorities.
If the application is approved, the applicable permit fees and document charges are paid, and the issuance and delivery of the work permit document are followed up.
The Employer’s Legal Responsibilities
After the work permit has been obtained, the employer must:
-
Complete the necessary employer and workplace registration procedures with the Social Security Institution (SGK).
-
Submit the required employment commencement and social security notifications within the applicable statutory deadlines.
-
Pay the employee’s wages and social security contributions regularly and in full.
-
Fulfil the notification obligations relating to the continuation or termination of employment.
Completing these obligations correctly and on time is essential to maintaining lawful employment.
